At what age is a dog not required to have the DHLPPCV vaccine anymore? I heard after they turn 7 yrs. old. Is this true?

Your talking about the distemper vaccination right? Basically speaking, this disease can affect dogs of all ages. Its really contagious, so I would say to always keep up to date with your vaccinations. You can never be to safe. Maybe your people would disagree?

No, actually the vaccination defence last for a year and the produced antibodies memory and their concentration goes below the actual defence so yearly vaccination needed for life time.
