teacup poodle breeding

My mother has a teacup poodle and i would like to breed her to have a puppy. she is 1 year old  is that to young? and also 5 lbs is that to little?

Programs which breed dogs responsibly will not compromise a dog’s health for breeding purposes. Female dogs should not be bred before they are 2 years of age, and they should only be bred every other year.
