puppy whines, wimpers, barks when out walking

I am getting super frustrated with my new puppy! She is about 6 months old and I got her from an Humane Society. She is some sort of australian shepherd mix. When I try to take her outside to walk and go to the bathroom, as soon as she sees another human or dog she starts going nuts! She cries, barks and wimpers and wags her tail like a lunatic. I can't get her to calm down. Even if I pick her up she wiggles out of control and continues her ranting. Is she scared? When the person gets closer she tries to get to them so they will pet her and jumps up on them. What do I do to break this habit? She sounds like she's in pain when she does this(though she's not) and people look at me like I'm a horrible dog owner but I don't know what to do to fix this!
Any advice would be much appreciated!
I've tried the water squirt in the face and that only deters her for a second and she starts it up again.

What kind of person are you!  Your dog obviously is getting supper nervous and afraid, and you think squirting her in the face is the answer! 

You need to either positively reinforce the good behavior, ignore the bad behavior, or take her back to the shelter!  Your are going to ruin this dog for ever!!!!!!!!!

COME ON!!!!  BE RESPONSIBLE!!!!!!!!!!!!!!!!

wow, you shouldn't even be posting on this site.
first of all, using a water bottle isn't uncommon- it is a recommended method from many trainers.
second, I have owned and raised other dogs very successfully. This is the first one with major anxiety issues that I need help with.
If you don't want to help people and give instructive advice, don't post on this site or any other for that matter.

If you are still using this forum, did you manage to solve the problem? I was just browsing the net for solutions, my puppy does the same things. She's calmed down a bit now but still goes mental when she sees dogs or people she knows, especially from a distance. I guess it's super-excitement but she does sound as if I was hurting her. Trying to calm her down doesn't work. Help!
